Lottery officials in the communist nation of Laos are rigging the system to avoid large pay-outs, sources say. Drawings in the country’s national lottery, held three times a week, often show numbers that are not included on purchased tickets or that have been deemed unlucky. For example, the winning number in a drawing on Oct. 14 this year appeared only as a 5 on tickets sold throughout the day of the drawing, a source in Vientiane told RFA’s Lao Service.

For many poor Vietnamese people selling lottery tickets is their sole source of income. The social security systems in the country are not yet able to handle the number of poor citizens, so they choose selling tickets over the more socially detested act of begging. On good days a lottery seller can make up to 230 000 VN-Dong (US-Dollars) per day, enough to support their families. One such lottery seller is Huong, a single mother from Saigon who sells her tickets to commuters while sitting on a bus.
