In an attempt to curb the problem, the Office of Prime Minister Thongloun Sisoulith sent a directive to the Ministry of Finance on Sept. 17. The directive aimed to reduce state lottery drawings from two per week to one and handle winnings in a more transparent manner. It also called for the banning of informal football lotteries and lottery chances sold through mobile phones. It was a step in the right direction, but more needs to be done. The country still has a long way to go in terms of economic and political reform. Until then, the lottery will continue to be a popular source of income for countless Vietnamese people. For some, it is their only source of income.
