Drapeau’s solution was to create a lottery that would be a “voluntary tax.” Players would have to pay $2.00 for the chance to participate in the draw. But there were two big problems with this plan.

The first was that there was no public information about how much the company paid to the government each year for its concession. The second was that the drawing results were not always reliable. In one case, the company erroneously announced that the winning number was 134, and then corrected it 10 minutes later to 662. This lack of transparency has led to allegations of fraud and corruption. Lao officials have promised to improve the lottery system, but critics say it is not yet ready for such changes.
