The government of Laos is trying to crack down on illegal lottery operators and the rigging of state lotteries, according to sources in the communist nation. Among other things, the new directive stipulates that state lotteries will reduce drawings to one per week and make sure winning numbers are more transparent. It also calls for a crackdown on informal football lotteries and lottery chances purchased via mobile phone short messaging services.

While lottery tickets are not legally required to be purchased in order to participate in the state’s official lotteries, officials say they will not ignore evidence of illegal practices. The government will not tolerate any infringements of its gambling laws, a ministry spokesman told RFA’s Lao Service. A source close to the situation said that business interests with ties to national leaders have a significant stake in the operation of the state lottery, and the public has little information about who runs it.

The first official state lottery in Canada was launched in 1967 after Montreal mayor Jean Drapeau decided to try to recover some of the money his city had spent on the World’s Fair and its subway system. Drapeau’s voluntary tax” for silver bars was not a lottery because the prizes would be awarded to people who answered questions about Montreal in a second drawing. The tax was eventually declared illegal, but the Montreal lottery continued until 1972 when a new law was introduced that outlawed it.
