To counter the problem, the prime minister’s office sent a directive on Aug. 17 asking the Ministry of Finance, which oversees the lottery, to work with the Ministry of Public Security to improve transparency in the system. The directive says that the state lottery will reduce drawing times from two to one a week and handle winnings more transparently.
