In Laos, the national lottery is controlled by business interests with connections to the communist regime’s ruling elite. These businesses reportedly rig the drawings by choosing unpopular numbers or avoiding big pay-outs, according to sources in the country. Those allegations prompted the office of Prime Minister Thongloun Sisoulith to issue a directive in late August requesting the Ministry of Finance, which oversees the legal state lottery, to work with other ministries to improve transparency and management of the lottery.
