In Laos, where the government controls the country’s national lottery, officials are accused of rigging the lottery system and manipulating results in order to avoid paying out large jackpots. In the past, numbers have vanished from purchased tickets or changed to unpopular ones. For example, the number 509 in a drawing on Oct. 14 this year appeared only as a 5 on tickets sold throughout the day of the drawing, according to sources with knowledge of the issue who spoke to RFA’s Lao Service.

Lottery sellers like Huong are one of the victims of these alleged scams. She and her husband have to work 16 hours a day, from 5 am until 10 pm, selling lottery tickets to make a living. On good days they sell 250 tickets and earn a daily profit of 11 US-$. On bad days, they may only sell 180. Despite these problems, many people still choose to buy lottery tickets online.
