The number 09, for example, disappeared from the drawing held Oct. 14 this year and appeared only as a 5 on the purchased tickets, one source said.

For poor Vietnamese in Saigon, selling lottery tickets is a lifeline. The country’s social security system isn’t equipped yet to handle the number of needy families, and many choose selling lottery tickets over the socially detested act of begging.
