But the number of online lotteries has continued to rise, and these operations often operate outside the jurisdictions where gambling is legal. In Laos, officials say the national lottery should be 100 percent managed by the government, and not by private business interests. But a caller to RFA’s Lao Service complained that the business interests involved have links to the ruling elite and have been using the lottery to boost their profits.
