In New Zealand, the lottery is controlled by an autonomous Crown entity called Lotto New Zealand and profits are distributed by the Lottery Grants Board to a variety of community-based organizations such as Sport and Recreation New Zealand, Creative New Zealand and the New Zealand Film Commission.

In the communist nation of Laos, where the lottery is regulated by the government, officials have been accused of rigging the system to avoid large pay-outs, sources in the capital told RFA’s Lao Service. The office of the prime minister recently sent a directive requiring that state lottery drawing times be reduced and that winners be announced more transparently. Lottery officials also must be better supervised, the directive says. Private businesses with stakes in the lottery’s work are believed to be linked to members of the country’s ruling elite.
