Drawings of the national lottery take place three times a week, but some numbers appear only on purchased tickets or vanish after the drawing. The winning numbers are never large enough to pay out substantial sums of money, and the drawing process is often tampered with by private business interests.

Some of these business interests are close to the government. One official who spoke on condition of anonymity told RFA’s Lao Service that the majority of companies responsible for the state lottery are owned by people with ties to the ruling elite. He said they are not transparent about how much they pay to the government for the annual license.
