In Laos, the state-run lotteries have been accused of corruption by citizens who believe that officials are rigging the system to avoid large pay-outs. In addition to announcing the winning numbers after each drawing, these officials sometimes change the winning numbers or rewrite the rules of the lottery. This has led to widespread complaints about the integrity of the national lottery. The rigging is so widespread that the country’s prime minister issued a directive on Aug. 17 requiring the ministry that oversees the legal state lotteries to work with police to crack down on the problem. A government spokesman told RFA that the directive will be enforced. It also calls for reducing the number of drawings to one per week and ensuring that winners are identified more quickly. It also seeks to curb the sale of lottery chances through short messaging services. The directive does not address allegations of rigged draws, however.
