In an attempt to crack down on such practices, the office of Prime Minister Thongloun Sisoulith recently sent a directive instructing the Ministry of Finance to work with the Ministry of Public Security to improve transparency in the official state lottery. The directive stipulates that state lottery drawings should be reduced to one per week and winnings should be handled more transparently.

Huong is one of the countless Vietnamese women who make their living selling lottery tickets. Her days start at 5 am when she gets up and makes a small breakfast of rice and vegetable soup before striving around Saigon’s streets. She usually sells 250 tickets a day, earning about $11 on good days. Her husband Manh accompanies her on this 16-hour shift, and their earnings help them to make ends meet.
