Laos Lottery
The official government-run lottery in the communist country of Laos is rigged to avoid large pay-outs, sources say. A source in the capital Vientiane told RFA’s Lao Service that lottery officials manipulate winning numbers to make sure that the prize money does not exceed the cost of the tickets sold. The source said that the national lottery’s drawings are often unreliable. In a lottery drawn on Oct. 14 this year, the number 509 appeared only as a five on tickets purchased throughout the day of the drawing. The number was a special one for many Lao buyers.
A caller to RFA’s Lao Service said that the lottery’s alleged manipulations are partly because private business interests have a stake in the lottery’s work. The caller added that the majority of these businesses are owned by persons with connections to the country’s ruling elite, including former prime minister Thongsing and former president Khamtay Siphandone. He added that the public is not informed of how much these business interests pay each year for the rights to manage the lottery, and that no one inspects their operations.
Gambling in Laos is illegal, but the country has several Special Economic Zones where gambling is permitted. Besides this, there are numerous offshore casinos that accept players from the country.
