Laos has its own national lottery run by the Lottery Enterprise, but unauthorized lotteries from foreign countries have been sold here illegally as many as four times per day, Finance Minister Bounchom Ubonpaseuth told lawmakers during an extraordinary session of parliament last week. He said a committee had been formed to address the issue, but that investment was needed to develop a system to trace those involved in illegal online lottery sales.

Many poor Vietnamese people choose to sell lottery tickets instead of begging on the streets because they believe it is socially acceptable. They are able to earn about 230 000 VN-Dong a day on average, which is enough for them to survive. Compared to other Asian nations such as Korea, Singapore or Malaysia, this is a relatively good income. However, it is not sufficient to cover the cost of living in a city like Saigon.
