During the late 1990s and early 2000s, a large number of new lottery websites appeared. These sites were designed to be as user friendly as possible, making it easy for people from all over the world to purchase tickets and check results. Some of these websites were based in the United States, while others were based in other countries, such as China and Malaysia. However, as the popularity of these sites grew, regulators became increasingly concerned about their legality.

One of the major problems with these sites was that they were unable to verify that people were not using stolen identities or credit card numbers. This caused problems for the governing bodies of the lottery games. It was also difficult to regulate the sites since the governing bodies did not have access to the software that was running them.

Several legal disputes have arisen over the use of these lottery websites. In the end, some of these services were shut down by government agencies. Others were able to stay in operation by paying licensing fees to the appropriate authorities.
