In Laos, officials are accused of manipulating the lottery in order to avoid large pay-outs. Sources in the communist country tell RFA that lottery managers are rigging the drawing process. For example, a number that appears frequently in Lao lottery drawings—509—vanishes from purchased tickets before the lottery drawing. This happened when the number was drawn on Oct. 14 this year, a source told RFA’s Lao Service.
The chairman of the steering committee for the national lottery, Vilasack Phommaluck, told RFA that such behavior was not within his purview. “With regard to blocking or selling some numbers, it is the responsibility of the lottery company and its agencies,” he said. “The steering committee does not get involved with that.” But he added that the number of drawings might be reduced to one per week in the future. This may make it harder for lottery operators to skew the results.
