The number 509 appeared only as a five on tickets sold throughout the day of October 14’s drawing, for example. The companies responsible for the lottery’s work also include business interests with connections to the ruling elite, a source told RFA’s Lao service.

In Canada, the lottery is run by the interprovincial Lottery Corporation, a consortium of provincial/territorial lotteries: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut), and British Columbia Lottery Corporation (British Columbia). There are also private lotteries operating in Quebec City and Ottawa.
