The winning numbers are chosen by a drawing of balls, and the numbers that appear most often on purchased tickets are rewarded. In addition, the state also operates a sports lottery and an art lottery.

However, sources say that officials in the communist country are rigging the lottery by manipulating winning numbers and preventing large pay-outs. For example, on Oct. 14, the winning number 509 appeared only as a number on purchased tickets throughout the day of the drawing, despite a lot of demand for that particular number. This is because the number is associated with buffalo, which is considered a symbol of good fortune, a source told RFA’s Lao Service. The official spoke on condition of anonymity. He added that businesses with a stake in the lottery include individuals with connections to the ruling elite.
