While some people argue that it is not ethical for state-run corporations to profit from the lottery, others argue that a lottery company is different from a casino, and that profits are only a small percentage of total revenues. Some states have also regulated the lottery industry in an attempt to protect consumers. In California, for example, the lottery company must submit to independent audits.
