ILLF pioneered Internet gaming and launched the Web’s first online lottery, PLUS Lotto, in 1995. Its flagship brand, LOTTO 6/49, was one of the most popular lotteries worldwide, until it was replaced in September 2009 by a new instant scratchcard game called LOTTO MAX.

In Canada, before 1967 buying a lottery ticket was illegal, but a special law called the Omnibus Bill legalized it. It was a broad-ranging piece of legislation that brought up to date a number of obsolete provisions.

Laos is a communist country and its state-run national lottery is notorious for its alleged corruption. Officials are said to manipulate winning numbers to avoid paying out large sums. Those involved in the lottery system also include business interests with connections to Laos’ ruling elite, RFA’s Lao Service reports. In some cases, numbers appearing in winning drawings seem to vanish from tickets purchased. For example, a recent drawing showed the number 509, but that number did not appear on any of the tickets sold for the lottery.
