Lottery online games allow players to participate in a number of different lottery-style games without purchasing physical tickets. These games typically charge a premium on base lottery prices, and are able to do so because laws regulating gambling have not kept pace with Internet technology. These sites are often referred to as “instant lotteries,” and are a growing segment of the lottery business. GTech Corporation, based in West Greenwich, Rhode Island, currently administers 70% of the worldwide lottery online business.

The first public lotteries in Europe began to be run in the 16th century as a form of taxation. They later became popular in the United States as a way of raising money for civic causes, although they were illegal until 1913, when federal law allowed state-run lotteries to operate. Since then, lottery sales have risen steadily. Today, they generate more than $71 billion annually, which is a significant portion of US gross domestic product.

In Canada, the national government runs four lotteries, which are administered by the Interprovincial Lottery Corporation. These are Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The Canadian government also allows private business interests to run their own lotteries.

Laos has a legal state lottery. But a source close to the government told RFA that lottery officials are rigging the system by manipulating the winning numbers. This has been going on for years, the source said, and is especially serious in the communist nation. The source added that the winning numbers in recent drawing often vanish from purchased tickets. For example, the winning number in an Oct. 14 drawing was 509, but the number appeared only as a five on tickets sold throughout the day before the draw.

A senior government official speaking on condition of anonymity told RFA that the companies responsible for running the state lottery include members of the country’s ruling elite. He said the companies do not disclose how much they earn from the lottery’s work, and that it is therefore impossible for the public to know if the companies are operating in good faith. The official added that the office of prime minister Thongloun Sisoulith recently sent a directive urging the Ministry of Finance to take steps to better manage the problem, including reducing lottery drawing frequency from two to one per week and improving transparency.
