For $2.00, a player would be eligible to participate in a drawing for a $100,000 prize. He was criticized for this “tax” but was able to convince the City Council to allow the monthly draws to go forward.

Today, lottery tickets are sold at retailers across Canada and online. There are four nationwide games: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The games are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories).

In Laos, lottery officials are accused of rigging the system to avoid large pay-outs, RFA’s source in Vientiane said. The winning numbers are sometimes missing from purchased tickets, or they disappear before the actual drawing takes place. Moreover, business interests responsible for the lotteries include individuals with connections to the country’s ruling elite, the source said.
