There is some concern that the private business interests running the lottery are corrupting the game, and are manipulating the winning numbers to their own benefit. A caller to RFA’s Lao Service said that he was suspicious of the number 67, which appeared in three consecutive drawings, because it is associated with the turtle, an animal considered to be bad luck in Laos. He also noted that access to the winning numbers was cut off throughout the day and was restored an hour before the drawing, which he found unsettling.

A spokesman for the Finance Ministry, Vilasack Phommaluck, dismissed the allegation, saying that the committee overseeing the lottery has double checked the balls. He added that the committee will address other issues that have raised concerns about the fairness of the game, including questions about the weight of the lottery balls.
