The minister of finance Bounchom Ubonpaseuth told the National Assembly that illegal online sales of foreign lottery games have become a big problem and the ministry is taking steps to regulate such operations. He said investment is needed in a system to trace those involved. Lotteries based in Vietnam, Thailand and the Republic of Korea among others have been sold illegally in Laos as many as four times a day. Those rigging the system are making it hard to trust the results of official drawings, a source in the capital Vientiane told RFA’s Lao Service. They manipulate the numbers that appear on the tickets and change them before the drawings are held.

A winner who recently won the national lottery told RFA she would use the money to buy a house for her children and save some for travel. She said her phone has not stopped ringing since news of her win went public. “I want to visit South Korea, Japan, Vietnam,” she said. Business interests close to the ruling elite run the lottery and there is no transparency in how they operate it, the caller added.
