On Aug 17, the office of Prime Minister Thongloun Sisoulith sent a directive to state officials to improve the legal lottery system and curb the sale of tickets from foreign countries, according to a lawmaker.
Officials in charge of the legal state lottery enterprise were also urged to reduce drawing times from two to one a week and handle winnings more transparently. Currently, people buy tickets for other countries’ lotteries from informal lottery agents and even through short messaging services. This has caused state lottery revenues to decline significantly.
The ministry has already commenced investigations and will work with local police to track down the sellers of foreign lotteries, Bounchom said. However, he warned that the problem was difficult to tackle because it was carried out online. He said investment was needed to develop a system that can identify those involved in illegal lotteries.
Lottery officials in the communist-ruled nation of Laos have been accused of rigging the system to favor certain winners, manipulating winning numbers in order to boost ticket sales. This has been done by removing the highest-scoring numbers from the winning line and replacing them with lower numbers, according to a report published in the Bangkok Post. The report alleges that the manipulation is largely due to corruption by lottery officials, who make huge sums from ticket sales.
Earlier this year, an immigrant from Laos won hundreds of millions of dollars in the Oregon lottery. Forty-six-year-old Cheng Saephan and his wife Duanpen will share the prize money with a friend. They are both members of the Iu Mien ethnic group, a group that assisted American forces in the Vietnam war. Both immigrants now live in Portland, Oregon. They plan to use some of their winnings for cancer treatments.
