Lotteries in Canada are regulated at the provincial/territorial level and run by interprovincial lottery corporations owned by their respective governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Yukon and Northwest Territories), and British Columbia Lottery Corporation (British Columbia). Each has its own lottery website and is licensed to sell products from the state-owned company, Tatts Group.

In the 17th century, lotteries were legalized in France as a form of raising funds for the city of Paris. During the 18th century, the popularity of these games spread throughout Europe, where they continued to thrive in urban areas where gambling was permitted and thriving. In the 19th century, the lottery became an important source of income for European governments, as well as for private individuals and religious orders.

In Canada, prior to 1967, buying a ticket on the Irish Sweepstakes was illegal. That year, the federal Liberal government introduced a special law (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws. The bill included an amendment allowing the sale of provincial lottery tickets.
