Lottery Online in Laos

Lotteries are a form of gambling where people purchase tickets in order to win a prize. Some governments outlaw them, while others endorse and regulate them. Increasingly, lottery games are being offered online. While these online services are not illegal in all jurisdictions, many of them lack the required legal protections. Moreover, they can be difficult to control. As a result, there are ongoing debates about the legality of these types of activities.

In the beginning of the 20th century, there were few state-run lotteries in Europe. However, after the Second World War, they became popular in Germany. Unlike the national lotteries in the US, which are operated by private corporations, German state-run lotteries are run by municipal councils or other government agencies. The most famous German state-run lottery is the Deutsches Staatslotto (German: Staatslotto), which is managed by the Bundesspielmonopol.

Although gambling is technically illegal in Laos, the government allows casinos to operate in special economic zones. These casinos offer many popular casino games to players, including roulette, poker and blackjack. Some of these casinos also accept players from the United States. Players from Laos can also play at offshore casinos that accept them without any risk of getting caught by the authorities.

Lao officials rig the state lottery system, causing winners to miss out on large pay-outs, sources say. Drawings in the national lottery, which take place three times a week, often show numbers that vanish from purchased tickets or that are deemed unlucky by players. For example, on Oct. 14, the number 509 appeared only as a five on purchased tickets, while on Nov. 14 it changed to 134, sources told RFA’s Lao Service.

In response, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 that requires the state lottery supervisor to work with other government departments to improve the transparency of the lottery system. In addition, the directive requires that lottery drawings be reduced to one per week and that winnings be handled more transparently. It also bans informal football lotteries and lottery chances sold by short messaging service. Reported by Ounkeo Souksavanh and Bounchanh Mouangkham for RFA’s Lao Service.
