The internet has also revolutionized the way lottery games are played and promoted. Today, there are over a hundred lottery-related websites on the web. Some of them operate the lottery while others provide information on how to play.

A number of companies that handle the business of selling lottery tickets operate in Laos, but only one is officially regulated by the country’s government. That company, Sokxay Chaleun Lottery Agency Co., Ltd., is owned by business interests linked to the country’s ruling elite, a source told RFA on condition of anonymity. The company is a distributor of the country’s official 2-digit and 3-digit lottery games.

While the national lottery is technically illegal in Laos, it is allowed in special economic zones leased out by the government to boost foreign trade. However, the gambling laws in these areas are not strictly enforced and there appears to be no oversight of the lottery. This has led to speculation that the government will eventually bring in a stricter legal framework for the industry.

The office of Prime Minister Thongloun Sisoulith sent a directive to the ministry that oversees the state lottery on Aug. 17, instructing it to work with the Ministry of Public Security to better manage the issue. The directive stipulates that the number of drawings must be reduced and that winnings should be handled in a more transparent manner. It also calls for the closure of informal football lotteries and lottery chances purchased through short messaging services.
