For example, the number 09 appeared only as a five on tickets sold for the Oct. 14 drawing, even though it was supposed to be a seven. In another case, the number 134 was announced as the winning number, only to be changed to 662 shortly before the drawing.

The Lao state lottery is controlled by private business interests that have ties to the ruling elite, according to a source who spoke to RFA’s Lao Service on condition of anonymity. He added that he hopes the government will regain control of the lottery so that it can be managed properly and with transparency. In addition to the state-run lottery, there are informal football lotteries and the sale of lottery chances through short messaging services. In both cases, the winners are not disclosed.
