Online gambling is legal in most states, but the Laos government restricts its use within certain Special Economic Zones, or SEZs, which are leased out to boost foreign trade and tourism. Nevertheless, online casinos accepting players from Laos are still numerous.

The state-controlled national lottery in the communist country of Laos is rigged, with winners often appearing on tickets long after they have been purchased, sources in Vientiane told RFA’s Lao Service this year. Drawings have also shown numbers that disappear from tickets, or are deemed unlucky. In one case, the winning number 509 on Oct. 14 this year disappeared from purchased tickets before the drawing, but reappeared as the unlucky 5 only minutes before the results were announced on radio and TV.

There are many reasons to buy a lottery ticket, but some argue that the process is not as secure as it should be and may result in fraud or bribery. The most common complaint against lottery officials is that they have a financial interest in the winnings, which is not the case with private businesses. In some cases, the winnings have been diverted to cover ill-gotten gains, such as illegal land deals and drug trafficking.
