A state official who spoke to RFA on condition of anonymity criticized private business interests with stakes in the national lottery’s operations, saying their influence over state officials makes it difficult for the lottery to be unbiased. “This is a problem that needs to be addressed because the government should be 100 percent responsible for the lottery,” the official said.

For many poor Vietnamese, selling lottery tickets is their only source of income. They prefer it to the socially detested act of begging, which would earn them an average of 230 000 vn-dong per day, or $10 US.
