Laos is a landlocked Southeast Asian nation that borders China, Vietnam, Thailand, Burma, and Myanmar (Burma). It has a population of 5.5 million and a per capita GDP of $1,800. The economy is dependent on agricultural and tourism, but has also a significant manufacturing sector. In addition, the government has invested in developing a number of hydro-electric projects, which are helping to diversify its economy.

The country’s main religion is Buddhism, which has long been influential in the culture and politics of Laos. The government has attempted to promote a more secular society, but it is still largely dominated by the religious hierarchy. Its constitution guarantees freedom of religion and expression. However, the government has restricted the activities of non-governmental organizations, including human rights groups. The country’s education system is among the weakest in the region.

Historically, gambling in Laos was illegal except in special economic zones where it was tolerated. However, in 1967 the federal Liberal government introduced an Omnibus Bill intended to update outdated laws. This included an amendment concerning lotteries.

Today, the Interprovincial Lottery Corporation administers four nationwide games: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. All Maryland Lottery prizes up to $600 are paid by check at participating retailers, unless directed to claim at Lottery headquarters. The private business interests that are responsible for the lottery in Laos are well-connected to the nation’s ruling elite, a source in the capital of Vientiane told RFA. The company that operates the lottery is owned by several individuals with connections to the family of Prime Minister Thongsing and former president Khamtay Siphandone. The company pays the government an annual fee for the concession, but the public is not informed how much. The government should resume control of the lottery, the source said. It should not be left to private business interests, he added. This would prevent the rigging of the results and make the lottery more trustworthy.
