In Laos, the national lottery is run by private business interests with connections to the ruling elite, sources in the country tell RFA. Drawings of the national lottery, which occur thrice weekly, often show numbers that have already been used in previous draws or that are unlucky and unlikely to be chosen. For example, the number 509 appeared on tickets purchased throughout the day of October 14 this year but was not picked for the drawing that took place the following night.

For poor people in Vietnam, selling lottery tickets is a way to earn extra income. They are not able to depend on government social security systems, so selling lottery tickets is an easy and legal way to make some money. For some, especially single mothers, it is their only source of income. On lucky days, a lottery seller can earn up to 230 000 VND (10 US-Dollars), enough to feed and care for their family.
