Lottery is a form of gambling wherein people can win prizes based on a draw. The prize money varies from one lottery to another, depending on the rules set in place. While the odds of winning are low, the prize amount is usually high enough to encourage participation. The lottery is a popular form of entertainment in many countries. It is also a way to raise funds for charity.
A number of lottery systems were developed in the early 19th century. Some were legal, while others were not. However, by the end of that century the popularity of the lottery was so great that a conflict between the church and the monarchy ensued. In 1870, the church won this battle and the law was changed to allow provincial governments to operate lottery systems.
Today, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced the Super 7 in September 2009), Daily Grand, and Millionaire Life. These games are run by the Interprovincial Lottery Corporation, a consortium of the five regional lotteries owned by their respective province/territory governments. In addition to these national lotteries, the province of Quebec operates its own lottery system called La Loterie.
In Liechtenstein, a state-controlled charitable foundation known as the International Lottery in Liechtenstein Foundation (ILLF) runs Internet lotteries and was responsible for launching the first online lotter, PLUS Lotto, in 1995 and processing the first Internet gambling transaction. The ILLF also supports charitable projects domestically and internationally. Its websites are referred to as the ILLF brands and include several lotteries, instant scratchcard games, and sports betting.
While gambling is technically illegal in Laos, there are few signs of enforcement, especially when it comes to online betting sites. As a result, Laotians have no trouble accessing international bookmakers. This talk explores the politics of online betting in Laos, and reflects on how the mechanics of lottery play might shed light on state enterprises generally.
