Some officials have suggested that private business interests should not be responsible for running the lottery because they are prone to corruption and lack transparency. However, the majority of the companies that manage the lottery are owned by members of the ruling elite. A Lao official speaking on condition of anonymity said the government should resume control over the lottery because it “should be 100 percent managed by the state.”
