Illegal foreign lotteries are sold in Laos up to four times a day, Finance Minister Bounchom Ubonpaseuth told lawmakers during a recent extraordinary session of the National Assembly. He urged the relevant sector to invest in a system that can trace those who sell these unlawful lotteries. He said that revenue earned by the government’s official lottery enterprise had declined significantly due to these illegal operations. In response, the National Assembly has voted to establish a committee to investigate the problem and make recommendations on how to deal with it. It is not yet clear how the committee will be able to tackle this complicated issue, however. Many of these illegal lotteries are operated from overseas, and they offer prizes that exceed those available in the legal lotteries run by the National Assembly.
