Lao sources tell RFA that the occurrences raise questions about the fairness of the lottery.

Despite these concerns, the government has not done much to investigate. Lao business interests with stakes in the lottery’s work include families of senior members of the ruling elite. A government official speaking on condition of anonymity says that the companies involved are not transparent and do not disclose the amount they pay to the government for their concession.

There are also allegations that lottery officials manipulate winnings by blocking certain numbers or refusing to sell them. In addition, the weight of the lottery balls is an issue that has been raised by local observers. The heaviest balls fall down into the hole at the bottom of the machine more quickly than lighter ones, making it easier to pick the winning numbers.

In the meantime, the lottery has been losing faith among many people. The prime minister’s office sent a directive on Aug. 17 asking the Ministry of Finance to reduce the frequency of the state lottery’s drawings to one a week and make sure that winnings are handled fairly. The directive also called for the prohibition of informal football lotteries and lottery chances sold through short messaging services.
