For example, on Oct. 14 this year, the number 509 appeared on tickets throughout the day of the drawing, but when it was announced that it was the winning number, the number changed to 134, an RFA source in Vientiane told the program.
In response, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance to work with other ministries and agencies to better manage the lottery system, sources told RFA’s Lao Service. It also ordered that the lottery draw be reduced from two to one per week and that winnings be handled more transparently.
