For example, the number 09 disappeared from tickets for the drawing on Oct. 14, despite the fact that it is associated with the cat, a symbol of good luck in Laos. Another issue was that the winning numbers for three consecutive drawings at the end of September were 367, 267 and 567—a combination that is feared to bring bad luck by many players.
These issues have led to a drop in ticket sales and a decline in the national budget. Officials say they are working to address these problems and restore public confidence in the lottery, including reducing the number of drawing times from three to one per week.
But the changes may not be enough to regain faith. The steering committee that oversees the lottery includes members of the ruling elite, and business interests with close ties to the government have a stake in the operation. A caller from Laos told RFA that these companies know which numbers people choose and are able to manipulate the results.
The steering committee’s chairman, Vilasack Phommaluck, said he is working on ways to restore public confidence in the lottery by making it easier to monitor results. He added that limiting the number of drawing times and showing them live could reduce the likelihood of shenanigans. But he also acknowledged that the behavior of lottery company employees is outside the committee’s purview. He suggested that other changes, such as cutting the number of games, could also help.
