In Canada lottery systems are run by provincial governments. There are four nationwide lotteries: Lotto 6/49, Lotto Max (replacing the former Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. In addition to these there are several regional lotteries including Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island and Newfoundland and Labrador), Loto-Quebec (Quebec) and Ontario Lottery and Gaming Corporation (Ontario).
The first lottery was launched in France in the 18th century. In the 19th century there was a significant increase in popularity of the game and there were more than a hundred state lotteries throughout Europe and North America. During the same time, private lotteries began to emerge.
Lottery officials in the communist country of Laos are rigging the system and manipulating results in order to avoid large pay-outs, according to sources in the Southeast Asian nation. Drawings often show numbers that disappear from purchased tickets or are deemed unlucky and unlikely to win. For example, on Oct. 14 this year, the winning number was 509 but only appeared as a 5 on tickets sold throughout the day of the drawing, a source told RFA’s Lao service. The number was later restored only an hour before the drawing. This has been happening frequently, the source said. This is causing the government to lose a great deal of money. The officials are blaming this on private business interests. They say they cannot be held responsible for the national lottery if it can’t be trusted.
