Another source said that business interests involved in the lottery’s work have connections to the nation’s ruling elite.

A government lawmaker speaking on condition of anonymity echoed the criticism. He says that private business interests should not be responsible for the lottery, which should be managed by the nation’s authorities. He adds that revenue earned by the state lottery enterprise has dropped as a result of these illegal activities. The state enterprise is run by a handful of people who are close to the nation’s leadership. The minister says that the government will take steps to reclaim control of the lottery.
