While private lotteries have been in existence for centuries, the first publicly-run national lottery was established in France in about 1505. Private lotteries were also legal in other countries, including the United States and Canada, until 1967 when a special law (the Omnibus Bill) was introduced to bring up-to-date several obsolete laws.
The government of Laos is currently considering changing its laws regarding the National Lottery, but some officials fear that this could be used as a pretext for further limiting gambling in the country. Other concerns include the fact that the companies responsible for the National Lottery are mostly owned by Lao business interests, which have close connections to members of the ruling elite. This makes it difficult for the government to reclaim control of the lottery, as the business interests pay the government an annual concession fee in exchange for the privilege of running the National Lottery.
