Lottery online is a form of gambling in which numbers are drawn in order to win a prize. Lottery games are popular worldwide and can be played in person or online. The prizes may range from money to goods or services. Many states and territories regulate state-run lottery operations, while others regulate private lotteries operated by commercial companies. In the US, lotteries are a major source of income for public schools. Unlike most forms of gambling, lottery proceeds are generally earmarked for education.

In Laos, the national lottery is run by a state enterprise, the Sokxay Chaleun Lottery Agency Co., Ltd (SCL). The SCL distributes the 2 digits, 3 digits, 4 digits and 5 digits lottery to people throughout the country by mobile app and electronic sales system nationwide. The SCL also provides information on how to play the lottery and where to purchase tickets.

However, there are concerns about the SCL’s legitimacy and fairness. Some Laos believe that the SCL has become a money-making machine with officials profiting from the national lottery by manipulating results. Lottery drawings are often rigged, and winning numbers have mysteriously vanished from purchased tickets. In one incident, a number that appeared to be the winner’s number on Oct. 14 of this year, a local source told RFA’s Lao Service, was suddenly changed to a different number just an hour before the drawing.

Another problem is the SCL’s inability to verify the identity of winners. In one case, a man won a prize of more than $30,000 and claimed that the lottery operator did not identify him. This was despite the fact that his name was on the winning ticket and his ID card was in his hand. In addition, the winning ticket had a barcode that did not match any other barcode on SCL records.

SCL’s inability to verify the identities of winners and prevent unauthorized purchases is compounded by the lack of transparency surrounding the operation of the lottery. Officials do not release how much the SCL receives in profits or how much of the top prize is distributed to players. In addition, the SCL does not make any effort to publicly disclose whether it is audited.

Lastly, some concern exists that the SCL is controlled by business interests with close connections to the government elite. A former government official who spoke to RFA on condition of anonymity said that the majority of the companies that manage the lottery have ties to members of the ruling council, including former prime minister Thongsing and former president Khamtay Siphandone. Those with close connections to the government should not be allowed to control the national lottery, he added. Charles Zuckerman is a linguistic anthropologist who studies the intersection of culture, politics and language in Laos. His doctoral dissertation explored gender and the moral dimensions of gambling in Luang Prabang and is currently being transformed into a book. He has conducted ethnographic research in Laos since 2013.
