Lottery online is a form of gambling in which people purchase numbered tickets to win a prize. The prizes range from cash to goods and services. All of these organizations are owned by their respective provincial/territorial governments.

Several companies run lotteries in Laos including Hanoi Lottery, Lottery 6/49 and PT Lao Gana. Other operators include Laos Lottery – formerly known as TOTO – which holds licenses from the Ministry of Finance and the National Gambling Office. In addition to these licensed operators, there are numerous illegal websites that sell tickets and distribute results.

A Lao state official who spoke on condition of anonymity told RFA that the business interests responsible for the country’s lottery include members of the ruling elite. “People should know that the government is not 100 percent controlling the lottery because these businesses have family connections to the ruling elite,” the official said.

The Laos state lottery was established in 1987 and is regulated by the Ministry of Finance. It has six games: the main lottery, TOTO, and three other popular games, namely Keno, Instant Kiwi, and Bullseye. In the past, the money raised by the lotteries was used to help pay for the construction of a number of roads and bridges. The profits from the Lottery 6/49 are distributed to a variety of social and economic development programmes, such as education, health, agriculture, water resources and housing.
