Lottery Online
The Internet has revolutionized the lottery industry, with instant tickets (also called scratch cards) now accounting for more than 70 percent of all US lottery sales. Many states have passed laws regulating the sale of instant lottery games, but others have opted to leave them unregulated. In the latter case, players may buy tickets from private sellers or purchase them through lottery websites that charge premiums on base lottery prices. GTech Corporation, based in West Greenwich, Rhode Island, administers 70% of the worldwide online and instant lottery business, according to its website.
Lao state officials are rigging the national lottery system, manipulating winning numbers in order to avoid large pay-outs, sources in the communist Southeast Asian nation tell RFA’s Lao Service. In one instance, a winning number was announced on Oct. 14 as 509, but the number disappeared from purchased tickets afterward. This was likely done in order to prevent people from choosing the number, which is associated in Laos with a buffalo, a symbol of good luck, the source said.
In Laos, gambling is illegal but the government allows casinos to operate in Special Economic Zones. These zones are leased out by the government to boost foreign trade. Currently, there are 3 land-based casinos in Laos that offer popular casino games. Despite the fact that gambling is illegal in the country, there are many online casinos that accept players from Laos.
Lottery in New Zealand
New Zealand has a state-controlled national lottery. The profits from the Lotto are distributed by the Lottery Grants Board to community groups, sports and recreation organizations, cultural and arts groups, and to other agencies and entities that have been approved by the grant board. The Lottery also runs four games: Keno, Instant Kiwi, Bullseye and Powerball.
The New Zealand Lottery is operated by the Lotteries Commission, an independent Crown entity that is part of the Department of Justice. Its role is to manage the lottery and to regulate its operations. The lottery is governed by the Lottery Act 1989, which was amended in 1967, after the federal Liberal government sponsored an Omnibus Bill to update obsolete legislation. This included the law on lottery prizes.
