For example, the winning number 509 in the Oct. 14 drawing appeared as only 5 on purchased tickets and disappeared from the list of available numbers shortly before the drawing. Those numbers were deemed unlucky and unlikely to be chosen, the source said. The office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requesting the Ministry of Finance, which oversees the country’s legal state lottery, to work with the ministry of public security to improve transparency in the process.
