Lotteries have become increasingly popular in the United States, mainly as a way to raise funds for state and local government projects. In addition to the traditional drawing of numbers, some states have started to offer instant lottery games as well as mobile phone and computer-based games. These games, also known as scratch-off tickets, are sold through the Internet and allow players to win prizes based on matching numbers or symbols. The International Lottery in Liechtenstein Foundation (ILLF) is a charitable foundation that pioneered online gambling and operates the first lotteries on the Internet. It is headquartered in West Greenwich, Rhode Island and administers 70% of worldwide online and instant lottery business.
The Internet has allowed the proliferation of lotteries by private entities, and it is a large source of income for many web sites that offer such games. These online lotteries are typically not subject to the same rigorous regulatory oversight as regular casinos. Some even offer free lottery-style games, supplemented by ads or other forms of revenue. Others, like GTech Corporation, which manages the majority of US lottery-style games online, charge premiums on base lottery prices.
Online Lottery Online – Laos
In the communist nation of Laos, where gambling is illegal unless conducted within Special Economic Zones, lottery officials have been accused of rigging the national lottery system in order to avoid large pay-outs. RFA’s Lao Service has learned that the companies responsible for the lottery have business ties with members of the ruling elite. The official speaking on condition of anonymity said that the government should reassume control of the national lottery, because private business interests cannot be trusted to hold fair drawings.
