For many poor Vietnamese people selling lottery tickets is their only source of income. Huong, a single mother of two, makes around $11 a day by selling lottery tickets in Saigon’s streets. She has to wake up early and prepare herself for her 16-hour shift by eating a quick breakfast of rice and vegetable soup.
The ticket buyers are mostly migrants from the countryside, who come to Saigon to seek a better life. They are usually men between 30 and 40 years old, who live in small apartments with their wives and children. A good day means they sell about 250 tickets, bringing in a profit of about 11 US-$. On bad days they might only sell 180 tickets, making a daily loss of about 8 US-$.
Besides selling the tickets, they also earn money by begging and cleaning houses for local businessmen or by collecting garbage on the streets. Huong and her partner Manh are both tired of the hard work, and they hope to find a job abroad.
They have to spend about half of their income on food and rent, which is difficult, as they don’t even have enough money for transport. The rest is used on alcohol and smuggling drugs.
But it’s not easy to get a job abroad, as many employers require a working visa. Moreover, they have to pay taxes and social insurance, which is a big burden on them. Getting out of this vicious cycle is the only way to change their lives.
The government is aware of the problem and has recently started a crackdown on illegal lottery sales. On Aug. 17, prime minister Thongloun Sisoulith sent a directive to the Ministry of Finance, which oversees the legal state lottery, asking it to reduce drawing frequency from two to one per week and manage winnings more transparently, sources told RFA’s Lao Service. Informal football lotteries and lottery chances purchased through mobile phone short messaging services must also be shut down.
In addition, private business interests with close ties to the ruling elite have a strong grip on the national lottery’s operations, which has resulted in rigged drawings and an overall lack of transparency, the sources said. They also complained that the public is not made aware of how much the business interests pay to the state each year for the concession, and that no one inspects their operations.
