Lottery for the Arts is a unique fundraising event that provides art enthusiasts an opportunity to purchase one-of-a-kind artworks by local artists. Proceeds benefit the educational and outreach programs at Blue Line Arts. This year, the lottery includes work by five award-winning, local artists. Each ticket is valid for one work of art, valued up to a maximum of $10,000. The lottery takes place on Oct. 14 from 7 to 10 p.m. at Blue Line Arts, 1350 S. Van Buren St., Denver. Online gambling is regulated in many countries, but lottery-style games are generally not, as the laws have not kept up with advances in technology. As a result, unauthorized websites are offering lottery-like games for free or at a premium cost, sometimes supplementing the base price with ads or other revenue. Several companies, including GTech Corporation and the New Zealand Lottery Commission, are in charge of most of the world’s online lotteries.
State-run lotteries in the United States are operated by state governments and are regulated by the federal government. Private lotteries are also legal, and some offer a variety of games, including the popular Powerball. In addition to the main state lotteries, some states operate smaller, regional lotteries, such as Colorado’s Coloradans for Charity, which is a component of the Multi-State Lottery Association.
In Canada, lottery games are regulated by provincial and territorial governments. There are four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. The Interprovincial Lottery Corporation, which is responsible for the operation of the national lottery, is owned by the provinces and territories.
While the official results are published by the state, many players prefer to play private lotteries that are governed by independent bodies. These are often more convenient than purchasing tickets from authorized sellers, which can be difficult in large cities. The private lotteries typically have lower prize limits, but they are easier to buy.
Lao state officials have complained that private business interests are rigging the national lottery. In a directive issued Aug. 17, the office of Prime Minister Thongloun Sisoulith instructed the Ministry of Finance to work with the Ministry of Public Security to better manage the lottery system. The directive said that drawing times should be reduced and the handling of winnings should be more transparent. It also ordered that informal football lotteries and lottery chances purchased by short messaging service be closed down.
